
Peter Harrell is a distinguished American government official who served as Senior Director for International Economics and Competitiveness at the National Security Council and the National Economic Council from January 2021 through 2022 during the Biden administration. In this role, he co-led President Biden’s executive order on supply chain resilience, worked on global digital and telecommunications strategies, spearheaded U.S.-EU Data Privacy Framework negotiations, represented the White House on the CFIUS committee, and managed U.S. sanctions and export controls in response to Russia’s invasion of Ukraine. Previously, he served as Deputy Assistant Secretary for Counter Threat Finance and Sanctions at the U.S. State Department from 2012 to 2014 and was part of the State Department’s Policy Planning Staff, contributing to economic statecraft under Secretary Hillary Clinton. Harrell is also a nonresident fellow at the Carnegie Endowment for International Peace and an attorney advising on international legal and geopolitical risks.
