Adm. Lee Hsi-Min

Former Chief of General Staff, ROC Armed Forces

Admiral Lee Hsi-min is a retired Taiwanese naval officer who served over 40 years in the Republic of China (Taiwan) armed forces, culminating as the 26th Chief of the General Staff from 2017 to 2019. He notably advanced Taiwan’s defense strategy through coordinating the Overall Defense Concept (ODC) and enhancing joint military preparedness, while being the first submarine-experienced officer to serve as Commander of the Navy and Vice Minister of National Defense. Since retiring in 2019, Lee has become a senior fellow at the Project 2049 Institute and an influential advocate for asymmetric defense strategies, authoring several key works on Taiwan’s national security and military modernization.
