Paul Winfree

Paul Winfree is an economist and policy advisor who served as Deputy Assistant to the President for Domestic Policy, Deputy Director of the Domestic Policy Council, and Director of Budget Policy during the Trump administration, where he played a leading role in shaping the administration’s fiscal policies and executive branch restructuring. He also led the Trump presidential transition team responsible for the Office of Management and Budget in 2016 and authored key executive orders aimed at reorganizing the executive branch and promoting economic mobility. After leaving the administration, Winfree has held senior roles at The Heritage Foundation and currently serves as President and CEO of the Economic Policy Innovation Center, with a research focus on public finance, economic history, and federal budget processes.
